How Insulation & Ventilation Work Together
Why should both insulation and ventilation be priorities for your home?
If you are a NZ property owner or landlord, you may be aware that there are now updated requirements that properties must meet. Known as the Healthy Homes Standards, they apply to insulation, heating, ventilation, draught stopping, moisture ingress and drainage. The process of implementing these new standards begun in July 2019, but will continue until 2024. Landlords who fail to meet with the new standards could face fines of up to $4,000. We have explained the key NZ insulation deadlines below.
As of July 1st 2019, both ceiling and underfloor insulation is now compulsory in all rental homes. This applies in all cases, provided installation is reasonably practicable. Furthermore, a separately signed insulation statement must be included in all tenancy agreements. This insulation statement should cover how much insulation the property has, what kind, and where it is. A statement of intent to comply with the Healthy Homes Standards going forward must also be included. This applies to any new, revised or renewed tenancy agreement. If you are not already, you must also begin keeping records which demonstrate your compliance with any relevant Healthy Homes Standards.
By July 1st 2020, all landlords must include a compliance statement in any tenancy agreement, whether new, revised or renewed. This statement must indicate your current level of compliance with the Healthy Homes Standards.
By July 1st 2021, private landlords must ensure their rental properties comply with the Healthy Homes Standards. This must be done with 90 days of any new or renewed tenancy. All boarding houses must also comply with the standards.
By July 1st 2023, all Housing New Zealand houses and registered Community Housing Provider houses must also comply. Note that these are exempt from the boarding house deadline of 2021.
By July 1st 2024, all New Zealand rental homes must comply with the Healthy Homes standards, with no exceptions.
